Elmore F. Rigamer, MD, MPA, is the Medical Director of Catholic Charities of the Archdiocese of New Orleans. Dr. Rigamer oversees healthcare programs administered by the organization and advises Catholic Charities on new health directions. Since Katrina, Dr. Rigamer has organized and operated a mobile health clinic, a counseling and case management programs, a mental health outreach program and a comprehensive health center that will specialize in caring for the elderly.
Before joining Catholic Charities in 2005, he worked as Systems Medical Director for Louisiana and Medical Director for Informatics for CHRISTUS Health.
As co-founder and chairman of the Partnership for Access to Total Health (PATH), a coalition sponsored by the four Catholic Health Care organizations in Louisiana to improve systems of care of the medically underserved, he has worked to enhance the exchange of information between community health clinics and the Medical Center of Louisiana, develop organizational partnerships to implement population based health programs for communities in New Orleans, and introduce models of coordinating social services and medical care for the uninsured.
Dr. Rigamer served for 18 years in the US Department of State. His last post was as Medical Director, advising the Secretary of State on international health issues while overseeing the health care of Foreign Service diplomats and their families. He also served the Department of State as Deputy Assistant Secretary for Medical Affairs, Deputy Assistant Secretary for Mental Health, and Regional Psychiatrist for Europe, the Soviet Union, and South Asia.
Dr. Rigamer has also held positions with Kaiser Permanente Health Maintenance Organization., and the Ochsner Clinic in New Orleans.
Dr. Rigamer is a Diplomat of the American Board of Psychiatry and Neurology and the American Board of Child Psychiatry, a Fellow of the American Psychiatric Association, and a member of Physicians for a National Health Program, American Medical Informatics Association, Healthcare Information and Management Systems Society, and Alpha Omega Alpha Honor Medical Fraternity.
Dr. Rigamer is a native to New Orleans. He returned to the city from his career abroad in 1996. Dr. Rigamer received his BS from Spring Hill College, earned his MD from Louisiana State University School of Medicine, and completed his residency training at The New York Hospital – Cornell University and the Albert Einstein College of Medicine in New York. He received his MPA from Harvard University in Cambridge, Massachusetts.
